  • Here are a few things to consider in terms of the technical expertise when looking for candidates:

    • Knowledge and hands-on experience about ATM transactions switch

    • Good understanding of ISO8583 messaging system

    • Knowledge about IFX XML messages (between ATM and PAPI Transactions Switch)

    • Good understanding of Reconciliation and Settlement processes

    • Knowledge about Payment Card Industry (PCI) and secure code development.

    · The candidate should have participated in a PCI implementation at least once

    · If the candidate is PADSS Certified implementor or developer previously, it would be an added advantage

    • Knowledge about infrastructure management

    • Good understanding of Telco setups

    • Good Understanding of PMO

    · Having PMP or Scrum master certification would be an added advantage

    IT Head [Job Duties]

    1. Playing a leading role for implementation (including, without limitation, process

    for selecting venders and products) for the company core business of building up of

    ATM business platform and ATM transaction acquiring services for partner banks and

    financial service entities.

    2. Defining, developing, executing, and evaluating IT projects plan on a yearly basis.

    3. Analyzing business requirements defined in the relevant business agreements with

    internal and/or external stakeholders to determine their system design requirements.

    4. Reviewing and approving detailed system development specifications.

    5. Estimating and controlling the project budget and actual expenditure

    according to the company management policy.

    6. Managing and supervising all technology, IT operations, and IT resources

    including employees and vender staff involved in the project.

    7. Assisting the Incident Management Team organized by the Operation Head, in

    terms of system development and technical implementation including defense of

    cyberattacks and disaster recovery.

    8. Providing SIT/UAT environments and test support to participant of the company

    services including partner banks.

    9. Ensuring smooth maintenance and upgrade of existing system services and all

    hardware/software components.

    10. Establishing IT management policies and implementing security

    administration procedures following the Information Security Policy.

    11. Administrating inventory of all IT and network properties and IT related

    licenses.

    12. Identifying vulnerabilities, the need for upgrades, and opportunities for

    improvement. (Related to PCI-DSS, PIN security, FIPS140-3 etc.)

    13. Ensuring and following regulatory rules and industrial standards/rules and

    obtaining necessary certifications to prove the quality and security.

    14. Reporting project progress and identifying critical risks and escalating them with

    risk mitigation plan to upper management in a timely manner.

    15. Building and maintaining appropriate relationships with partners, vendors, and

    stakeholders.

    16. Exploring new technology and IT trend and proposing strategic solutions and

    system services to internal/ external customers.

    17. Purchasing sufficient quality and cost-effective product/ equipment/ software/

    telco services and creating cost-efficient contracts.

    18. Liaising with other departments, determining and addressing their IT needs to

    provide efficient office IT environment including internal management systems

    (accounting, HR management, Company Website, mobile work tools, etc.)

    19. Assisting another department/group working for designing and developing

    organizations and ATM operations (including, but not limited to, documentation of

    operation manuals) including procurement of ATMs, installment of ATMs, monitoring

    ATMs and cash in ATMs, forecasting cash requirement for ATMs, settlement and clearing

    of ATM transactions and reconciliation of cash in ATMs, and maintaining ATMs.

    20. Assisting the Bank’s recruitment of employees for IT requirements and ATM

    operations as required for the New Business [Qualifications] 1. Proven experience as IT

    Head or similar role, or 2+ years of management experience in a large scale of IT

    environment

    21. Strong leadership and excellent organizational management skills to achieve

    organization's objectives

    22. Have a solid technical background of IT environment, computer systems, network,

    and security; Degree in computer science or a related field required, Master's degree

    preferred knowledgeable, in particular, (1) ATM switch, ISO8583 etc.(2) ATM hardware

    and software, CEN/XFS, EMV etc.(3) Data Center management, HA,Non-stop server etc.

    (4) settlement and clearing of ATM transactions, (5) incident management and its

    related system. Experience related to Interblocks iSwitch series products or MagaLink

    services is advantageous.

    23. Have good understanding of regulatory requirement, BancNet rules, and industrial

    standards

    24. Sound project management and excellent people management to motivate team

    members

    25. Welcome to have experience of working in Japanese company
